Dr. Raymond S. Moore was a leader in the field of education, dedicating his abilities to the service his church and country. In 1965, as Program Officer for the United States Office of Education’s Division of Graduate Programs, Moore pioneered the writing of a guide to consortiums in American higher education. In 1975 Dr. Moore also made a significant contribution to the field of education through the publication of Better Late than Early. There he concluded that children have not generally reached the level of “integrated maturity” necessary for the traditional school setting until at least the age of eight.
